      Appropriate contexts  
        Telecommuting is appropriate for almost all contexts. While it is appropriate 
        as a policy for transport demand management, it could make small settlements 
        and rural areas attractive for business expansion and hence contribute 
        to the economic development. The establishment of communicating centres 
        in an area could have positive impact on local businesses and increase

      Adverse side-effect
