Complementary instruments

All measures that reduce the amount of traffic will also reduce accidents. Accident remedial measures will thus be found in all the KonSULT categories.  However, they should not be seen as alternatives to measures to reduce accidents per vehicle kilometre.

Generally, there will be no need to device special instruments to overcome financial barriers, and no need to compensate losers. The political barriers might call for additional and behavioural measures to supplement speed and enforcement measures.
