This project provides a comparison of the social costs of road and rail transport with the charges currently paid.  Costs are estimated for 1998 on two different bases - marginal costs associated with an additional vehicle km, and fully allocated costs.  The resultant analysis framework and empirical results are intended to inform policy making in the areas of charging, taxation and subsidies.
